Dear Premier Cook and Environment Minister Whitby,

Despite the Kimberley’s unique natural and cultural values, oil and gas companies are planning to drill and frack thousands of wells across the West Kimberley region.

As the industry is pushing to exploit the Kimberley, I wanted to ensure you knew my deep concern and objection to industrialising such a precious place and threatening our climate in an era of terrible climate impacts Australia-wide.

The Kimberley has some of the largest intact natural landscapes left in the world. It is also a culturally rich region, home to a living Aboriginal culture tens of thousands of years old where Traditional Owners have a strong connection to Country.

The Kimberley’s $500 million tourism industry is based on its natural and cultural values. The expansion of oil and gasfields would industrialise the region, destroying the whole concept of the Kimberley as a clean, green, globally significant tourism icon.

Texan company Black Mountain Energy is the first company since the fracking moratorium was lifted to put forward a plan to the EPA to frack in the Kimberley. Their proposal for 20 exploration wells is just the start. In presentations to investors, both Black Mountain and Theia Energy, who also plan to drill and frack in the Kimberley, make clear their intention to drill hundreds to thousands of wells to extract the gas and oil they plan to exploit.

Black Mountain is also pushing for a massive gas pipeline from the Kimberley to the Pilbara - opening up the Kimberley to export-scale industrialised fracking oil and gasfields.

The Kimberley should not be a sacrifice zone. If fracking is too risky for the people of the South West, Perth, Peel, and Dampier Peninsula regions where it’s banned, it’s too risky for the Kimberley and the rest of WA too.

The WA Government’s commitment to achieve net zero emissions by 2050 alongside Australia’s commitments under the Paris Agreement, requires the trend of WA’s increasing greenhouse gas emissions to be reversed. Based on currently available information on company plans for the Kimberley, cumulative domestic greenhouse gas emissions would consume 42-50% of WA’s remaining carbon budget. If the basin is fully exploited, emissions would be more than double the whole of Australia’s allowable GHG emissions for energy under the Paris Agreement (Climate Analytics, 2018)*.

Opening a new gas and oil reserve, particularly one as significant as the Kimberley’s ‘Canning Basin’, is not only reckless, it goes against state and federal commitments and recommendations of the International Energy Agency (IEA) and the UN IPCC (United Nations Intergovernmental Panel on Climate Change).

Further, fracked gas is not needed to power the Kimberley. Renewable Energy solutions for the region are outlined in the Kimberley Clean Energy Roadmap**. Additionally, the current contract to supply energy in Broome is ending in 2027. The WA Government has the opportunity to invest in Renewable Energy to power Broome with lower cost, sustainable energy in line with Australia’s state, federal and international climate commitments, as outlined in the new Broome Clean Energy Report***.

Bold and urgent action to address climate change is essential.

I ask you to act in your highest capacity to stop any further development of the fracking industry from taking place and implement a state-wide ban on fracking.
