Glencore is the largest coal mining company in Australia, and despite making claims about acting on climate it is now pursuing an aggressive coal expansion strategy here that would lead to massive greenhouse gas emissions.

Please make a quick submission to request improved Terms of Reference for Glencore’s EIS, so that they have to properly address the impacts of the mine on climate change, and lay out their corporate history.

Please accept this submission on the draft Terms of Reference for the Valeria Coal Project.
This enormous new coal mine poses an immense threat to creeks and rivers, threatened plants and animals, strategic cropping land and the climate.  We don’t believe this project should progress further through the assessment process, but should be rejected now given the severe local and climate consequences.

At the very least, the Terms of Reference need to be strengthened as follows:

1.     Glencore must not be allowed to use a reduction in emissions from its other current mines as a means of offsetting emissions from this mine.  Just because Glencore might pursue some long-overdue action to reduce emissions elsewhere doesn’t mean that it should be allowed to develop a whole new coal mine.

2.     The criminal history and environmental record of Glencore and its subsidiaries globally should be required to be set out in the EIS, as part of both the social and environmental impact assessment.

3.     Glencore should be required to assess the impact of lifecycle emissions from the mine on global climate change and the subsequent impacts on Queensland and Australia’s threatened species, water resources and other environmental values.

4.     Independent climate experts should be required to assess the decarbonisation plan and the likely contribution and impacts of greenhouse gas emissions to climate change and extreme weather events in Australia.

5.     The impact assessment should include an analysis of the social cost of the emissions created by the mine - known as a ‘social cost of carbon’ analysis.
