Late last year the Queensland Government released a draft of their plan for the resources sector over the next 30 years, the Queensland Resources Industry Development Plan (QRIDP), and now they are seeking your input before they finalise it.

The Plan proposes a couple of positive initiatives, but they don’t get far enough, and they’ve done nothing to protect our most precious areas from coal and gas - cultural sites, farmland and environmental icons are all at risk.

For the first time, the Qld Government has committed to reporting and monitoring direct and indirect emissions from mining and gas mines. That’s a big and important step - but they need to do it properly, using strict caps and limits on emissions.

They also have no plan to support communities to diversify as global trading partners shift away from fossil fuels to renewables and coal mining inevitably dwindles.

Thank you for the opportunity to submit to the QRIDP. I welcome the acknowledgement of the need for reform in some key areas but the actions committed to in the plan need to be strengthened considerably to provide confidence in the regulation of mining in Queensland.

With at least 30 new coal projects and numerous gasfields in the pipeline it is imperative that the QRIDP puts in place measures to control greenhouse emissions from the sector - or these new projects will blow carbon targets out of the water while every other sector has to pay the price.

The Queensland Government should not be approving new mines and gasfields that will make it impossible to meet their own carbon targets.

The final QRIDP must set strict caps and limits on direct and indirect greenhouse emissions, and require detailed measurement of emissions using methane satellite data and on-ground data collection.

Additionally, key areas to consider in the final plan include:

- Free Prior Informed Consent should be enshrined in Queensland law to ensure that Aboriginal and Torres Strait Islander nations are able to negotiate mining projects on their land on a level playing field. 
    - Commitment to a process and timeframe to implement protections for our best farmland, cultural sites and environmental icons. Including updating regional plans and fixing the Regional Planning Interest Act whilst giving landholders the right to say no. 
    - Add actions to ensure regional communities currently dependent on coal diversity their economies ie by creating a program similar to “Royalties for Rejuvenation” to ensure long term prosperity in regional QLD.
    - Put in place a moratorium on any oil and gas approval processes in the Lake Eyre Basin until consultation and the new regulatory framework for protection of this precious region is confirmed.
