The Environmental Protection Authority (EPA) is calling for public submissions on how it should address greenhouse pollution when assessing new and expanding oil and gas projects in WA.

It has recognised that action is needed to curb emissions in order to protect West Australians from the effects of climate change and do our part towards global action.

But so far it is only looking at big polluters. Individual fracking wells risk being missed by the new guidelines because their pollution, especially fugitive emissions can escape measurement or easily be underestimated. In addition the cumulative impact of fracking our onshore gas basins needs to be considered.

For this reason Frack Free WA is calling for the inclusion of all fracking wells, and other new onshore fossil fuel developments to be covered by the new guidelines. We are also calling for these new developments to be required to have zero net emissions.

Frack Free WA will continue to lobby for a permanent statewide ban on fracking in WA.

In making a submission to the EPA’s greenhouse gas emissions guidelines through this portal you are not in any way condoning the practice of fracking.

Dear EPA,

Please accept this as a submission to the EPA on your Greenhouse Gas Emissions Assessment Guidance consultation.

I wish to premise my submission by stating that I oppose fracking in WA and that only a permanent statewide ban on fracking will be sufficient to protect land, water, health and climate stability from the risks associated with fracking.

The scientific community has warned that fracking WA would be “grossly irresponsible” given our current climate situation.

Over 50 of Australia’s top climate scientists and academics have signed an open letter that fracking is totally unacceptable on climate change grounds. The EPA policy must be updated to reflect this position by recommending that fracking proposals in WA are rejected on the grounds that new sources of carbon pollution from fracking are environmentally unacceptable.

If the government decides to ignore the warnings and push ahead with this polluting industry, then the climate impacts must be addressed through requirements for fracking projects to be carbon neutral by demonstrating how they will avoid, reduce or offset their direct and indirect carbon emissions to zero.

I am very concerned about the potential scale of carbon pollution from fracking gasfields and other oil and gas projects in WA.

Western Australia has one of the highest per capita rates of emissions of any state or territory in Australia.

If strict controls are not placed on big polluters, than it is West Australians who will suffer the consequences – we are already dealing with damaging extreme weather events including heatwaves, droughts and bushfires that are fuelled by climate change.

I am especially concerned that a brand-new fossil fuel industry in fracking is developing in WA. This industry has the potential to tap millions of tonnes of unconventional gas and oil creating a carbon bomb that will impact heavily on the nation’s ability to meet its emissions targets under the Paris Agreement.

The cumulative impact of fracking on our emissions needs to be taken into account and each and every project should be required to show how it will:

·   Reduce its total emissions to zero

·    Avoid any flaring of gas during exploration, production and preparation

·     Avoid any venting or fugitive emissions during exploration, production and transport
 
I want to see full life cycle emissions, including indirect or downstream emissions (known as scope three emissions), accounted for in the impact assessment of all fossil fuel projects.

Further I urge the EPA to assess scope three emissions not against a value of the emissions burning coal would produce but rather the emissions that a renewable energy project such as a solar, wind or a hydro project would emit.

Please properly apply the precautionary principle and ensure that it is not citizens like us bearing the brunt of emissions from the fracking industry and other oil and gas projects.  Thank you for your work on this important issue.
